Abstract:

This is an historic report, dealing with the approval of Virgo by the French and Italian government in 1990.
It provides an insight on how the Gravitational Wave detection field was started in Europe.
The evaluation committee was chaired by Patrick Fleury, who provided the document and wrote an interesting modern introduction.
